Courthouse West County Board Meeting Recap - Approval of Special GLUP Study
Thank you to those that attended or participated in the September 17th Arlington County Board hearing regarding the Courthouse West Special General Land Use Plan (GLUP) Study. We are excited to share an update on the hearing and the next phase of the planning and community engagement process.
The County Board unanimously approved the Special GLUP Study which includes a recommendation for a mixed-use residential zoning category of C-O-2.5 and building height of up to 14 stories. This milestone paves the way for the next phase of the project – a 4.1 Site Plan submission. This process includes future public engagement opportunities with the County’s Site Plan Review Committee meetings and other County-led public meetings.

Reminder - Courthouse West County Board Meeting (Saturday September 17th)
Thank you for your continued interest in the Courthouse West project and for those that attended the September 7th Planning Commission meeting regarding the Special General Land Use Plan (GLUP) Study. We wanted to send a reminder about the upcoming County Board meeting which can be attended in person, online or via telephone. The public meeting will commence at 8:30 am on Saturday, September 17th.
This will be the 11th County-led public meeting or online engagement on the Special GLUP Study. At the recent Planning Commission meeting, the Planning Commission recommended approval of the Study with no additional height cap which could enable a future Site Plan submission and mixed-use residential project at this transit-oriented site one block from a planned new Courthouse Metro elevator entrance. On Saturday, County Staff and a Planning Commission representative will share information about the Study, its recommendations and be available to answer questions. How to View and Participate
The Planning Commission Hearings are hybrid meetings where members of the public may attend in-person or via electronic communications using Microsoft Teams.
Commission members, staff, and applicants will conduct the hearings in a hybrid environment at the Bozman Government Center, 2100 Clarendon Boulevard, Room 307, County Board Room.
County staff, applicants, and public testimony will be hosted by teleconference/videoconference via Microsoft Teams. Participants will receive a confirmation email with further instructions once a speaker slip/request has been submitted.
- Commission members, staff, and public testimony will also be hosted by teleconference/videoconference via Microsoft Teams. Participants will receive an email with further instruction.
- The public may view a live broadcast of this meeting with closed captioning on Comcast Xfinity channels 25 and 1085; Verizon FiOS channels 39 and 40.
- The meeting can be viewed online with closed captioning at arlingtonva.us or on or on YouTube.
- A recording of the meeting will be posted to the County website within two business days after the meeting.

Courthouse West Update - Upcoming Public Meetings (Sep 1, Sep 7, Sep 17)
Thank you to those that attended or participated in the July 16th County Board meeting regarding the Courthouse West project. We are excited to share an update on upcoming public meetings as part of the Special General Land Use Plan (GLUP) Study process.
There are three upcoming meetings as outlined below.

Please join a virtual open house on Thursday, Sept. 1 at noon to learn more about the recommendations of the Courthouse West Special General Land Use Plan (GLUP) Study.
At their September meetings, the Planning Commission and County Board will consider whether the Board should adopt principles and recommendations to guide future development in the study area, which is bounded by Wilson Boulevard, N. Cleveland Street, Clarendon Boulevard, and N. Danville Street.
The study recommends a GLUP designation of “Medium” Office-Apartment-Hotel, with building heights up to 12 stories near the center of the study area and four to six stories at the edges. In July, the County Board authorized advertisement of future public hearings on this GLUP amendment and expanded the scope of the advertisement to allow consideration of building heights up to 16 stories.
During tomorrow's virtual session, County planning staff will share information on the study and be available to answer questions.

Arlington County will be hosting a Planning Commission meeting on Wednesday, July 6th at 7:00 pm. This meeting is a follow up from the last Long Range Planning Commission (LRPC) meeting held on May 16th regarding the Special GLUP Study process for the Courthouse West project and associated block. The Arlington County Staff leading the Study will be presenting its recommendations at the meeting. There will be an opportunity for community members and other stakeholders to participate. LRPC Meeting - January 26
Arlington County will be hosting a virtual Long Range Planning Committee (LRPC) meeting tomorrow night, January 26th at 7:00pm. This meeting is the next step in the GLUP Study process that commenced late last year. The Arlington County Staff leading the study will be presenting the results of the survey completed earlier this month with the opportunity for community members and the LRPC to provide commentary and feedback. Note from the Project Team
Special “Thanks” to Arlington County Planning staff members who have done an excellent job reviewing and analyzing the existing planning documents and guiding principles related to the Courthouse West site. Using this information, in conjunction with more recent feedback and input from the community and County’s Long Range Planning Committee (LRPC), County Staff has provided 3 exciting conceptual massing scenarios for the project which can be found in their County Engagement Session Presentation. Staff’s concepts range in height from 6 stories to 17 stories and generally taper higher from West to East and South to North. We understand that the most desirable outcome may be a massing that is taller, shorter, or in between what has been shown and we hope you will communicate your thoughts on this platform and via the County Online Feedback Form.
As background, The Courthouse West Project team’s official GLUP Study Application, first submitted in May 2019, features a conceptual massing with a maximum height of 14 stories that we believe also achieves a similar balanced tapering across the site. We’ve posted the original GLUP Study Application and some additional Supplemental Information in the "Document Library" found in the right margin, with the goal of providing contextual views which consider the potential future build out of the neighboring blocks alongside our original massing.
About the Courthouse West GLUP Study
The Courthouse West Special General Land Use Plan (GLUP) Study is an Arlington County-Led process that seeks to evaluate which GLUP designation or designations are most appropriate for this study area. This process may result in a change to the GLUP which enables the redevelopment of the largely surface parking lots into a mixed-use project. Specific details of any future project including the building layout, public benefits, infrastructure improvements, and many other site specific features will be further defined in the site plan review process following the completion of the GLUP Study.
The GLUP Study process will be conducted through the Long Range Planning Committee (LRPC) of the Planning Commission. Throughout the process there will be multiple opportunities for community input. Learn more at the County’s study website.
